Negotiation
talks to form the new government in progress
November 26
(news.mn) The DP caucus in parliament has created a task force of 6 members in
charge of negotiating with political parties and coalitions in parliament on
the formation of the new government, and appointed MP M.Batchimeg as head of
the task force.
The task force
is having its first meeting with political parties and coalition in parliament
today, November 26th.
New PM
Ch.Saikhanbileg called for cooperation with political parties and coalitions
with seats in parliament. The parties and coalitions responded differently to
the call from the PM. The Mongolian People's Party scheduled a conference to
discuss the issue on Friday, November 28th , while the Justice Coalition
in parliament decided to review the issue in its caucus meeting.
Though the
parties have yet to reach a decision on whether or not to work with the new
government, MPs in parliament have already started their campaigns to bid for
cabinet minister. The new government is expected to have 13 ministries, and
only 15 people will hold positions in the government; the PM, Deputy PM and 13
cabinet ministers.
November
26th is Proclamation Day of People’s Republic of Mongolia

Today, November 26th is the 90th anniversary of Proclamation of the People’s
Republic of Mongolia (1924-1992) as commemorated as the Independence Day of
Mongolia.
Commemorating
the Day, Speaker of the State Great Khural (Parliament) Z.Enkhbold, members of
the Government and other officials have laid wreaths to the monument of
D.Sukhbaatar.
On this day,
the First Constitution of Mongolia was approved and had been celebrated the
November 26th annually as a public holiday until 2012, but since then the Day
was removed from the list of Public Holidays and instead the Day of Birth of
Great Chinggis Khaan, which was renamed as the National Pride Day has been
celebrating nationwide as a public holiday since 2012, which occurs on the
first day of the first winter month by a lunar calendar that falls on different
day by Gregorian style and in 2014, the day was celebrated last Sunday on
November 23, 2014.

MP
M.Batchimeg Chairs Working Group to Have Negotiations with Other Political
Parties on Establishing Coalition Government

(infomongolia.com) The Speaker of the State Great Khural (Parliament)
Z.Enkhbold obliged the newly elected Prime Minister of Mongolia Ch.Saikhanbileg
to form his Cabinet within two weeks from the day of accreditation.
Accordingly,
the Democratic Party Group at the Parliament sent letters of request to
establish a Coalition Government with other political forces having seats in
the Parliament. So, in order to stimulate the process having negotiations with
other political parties, the DP Group set up a working group chaired by MP
M.Batchimeg on November 25, 2014.
From today, the
working group is starting to have negotiations with other parties, but the only
opposition party (Mongolian People’s Party) having 26 seats out of total 76
memberships of the Parliament, responded to give its final answer whether to
join the Coalition Government or not following the MPP Baga Khural (Lower
Chamber) meeting scheduled on November 28, 2014.

Chairman
of Buryat Parliament M.Gershevich Awarded with Polar Star Order of Mongolia

(infomongolia.com) On November 26, 2014, Speaker of the State Great Khural
(Parliament) Z.Enkhbold received the delegation from the People's Khural of the
Republic of Buryatia headed by Chairman Matvei Gershevich.
At the
beginning of meeting, Speaker Z.Enkhbold expressed his satisfaction about the
two countries’ developing strategic partnership and mentioned, “During the
visit of the President Vladimir Putin to Mongolia, the intergovernmental
agreement of reciprocal visa free travel was inked that has been entered into
force from November 14, 2014 and gives obvious impetus to broaden bilateral
cooperation. Moreover, the total trade turnover at border and regional subjects
between the two countries estimates for 60-70%, thus by lifting the visa regime
is creating more opportunities to develop the regional collaboration”.
In respond, the
Chairman M.Gershevich expressed his gratitude for receiving the delegation and
extended his official invitation to the Speaker Z.Enkhbold to visit Buryatia
and parties exchanged views on two countries’ economical, educational and
health sectors issues.
Following the
meeting, the Speaker Z.Enkhbold handed over the Altan Gadas (Polar Star) Order
to his counterpart Matvei Matveevich Gershevich for his contribution to the
development of Mongolia-Russia and Mongolia-Buryatia friendly relations and

November 26 (MONTSAME) Pursuant to a decree of the President, the Polar Star
Order has been awarded to Mr M.M.Gershevich, Chairman of the People’s Khural of
Russian Buryatia Republic for his significant contributions to strengthening
the friendly ties and cooperation between Mongolia and Russian Buryatia
Republic.
The Speaker of
parliament Z.Enkhbold Wednesday received a delegation headed by Mr Gershevich,
and granted the Order to him.
Mr Matvei
Matveevich Gershevich has been serving as the chairman of the People’s Khural
of Buryatia Republic since December of 2007.

Laid to Statue of D.Sukhbaatar

First Constitution of Mongolia, a ceremony took place Wednesday to lay wreaths
to the Statue of D.Sukhbaatar and to pay tribute to the Monument of Chingis
Khaan.

ceremony were Z.Enkhbold, the Speaker of parliament; members of parliament; the
Ministers; authorities of the capital city; and civil delegates.
Speaker
Receives Reps from Russian Buryatia

Ulaanbaatar,
November 26 (MONTSAME) Chairman of the State Great Khural Z.Enkhbold Wednesday
received a delegation led by Mr M.M.Gershevich, the chairman of the
People’s Khural of the Republic of Buryatia of the Russian Federation.
Mr Enkhbold
expressed appreciation for meeting with his counterpart from Buryatia once
again. He recalled the arrival of Mr Gershevich to Mongolia on the inauguration
day held in July of 2013, and the arrival of women members of the Buryatian
parliament at the invitation of Mongolian women parliamentarians on September.
The Speaker also expressed his satisfaction with the prosperity of the
bilateral relations and cooperation, and emphasized the outcomes of the visits
of Russian President V.Putin on September 3 and of Chairman of the Federation
Council of the Russian Federation V.Matviyenko on June 22-23 to Mongolia. He
said that the enforcement of the visa-free regime between Mongolia and Russia
which started on November 14 began serving its role in boosting the relations
of the two peoples. “This regime facilitates the further development of
cross-border cooperation of Mongolia and Buryatia, because the borderline
trades make up 60-70 percent of the total bilateral trade turnover” he added.
For instance,
Mongolian cashmere manufacturers are satisfied with the increased visits of
Buryatians since the enforcement of such regime. The Speaker expressed his
confidence in further efforts from Buryatia and Mongolia towards making
progress in the bilateral collaboration.
In response, Mr
Gershevich thanked the Speaker for his hospitality and invited him to visit the
Republic of Buryatia. The heads of the two legislative bodies exchanged
opinions on the matters of economy, education and health sectors of Mongolia
and Buryatia.
Present at the
meeting were, a head of the Mongolia-Buryatia Parliamentary group D.Arvin and
N.Enkhbold MPs along with other officials.
Chinese
Corruption Combating Officials Visit Here

Ulaanbaatar,
November 26 (MONTSAME/ A Chinese delegation led by Deputy Director of the
National Bureau of Corruption Prevention of the PRC Ning Yan Ling got au fait
with the activities of division of Investigation, Prevention and Enlightenment,
and of Monitoring and Evaluation of the Corruption Combating Agency (CCA) on
November 25.
The delegates
are visiting here at the invitation of director and the head commissioner of
the CCA N.Ganbold.
Vice chairman
of the State Great Khural M.Enkhbold and the Vice Minister of Justice
Ts.Uugangerel met the Chinese delegates to discuss about exchange of
information on corruption prevention, technical assistance and cadres’
trainings in a scope of the UN Convention against Corruption as reflected in
the Memorandum of Cooperation in Corruption Prevention between the main
corruption combating bodies of Mongolia and China.

GCO
Head Meets Delegation of “Scope Global”

Ulaanbaatar,
November 26 (MONTSAME) Head of the General Customs Office (GCO) O.Ganbat
Wednesday met Mr Paul Jenkins, a director of the “Scope Global” international
organization in charge of East Asian affairs, which is financed by the
government of Australia.
At the meeting,
the sides exchanged views on a chance to involve customs inspectors in training
on various directions and to have Australian volunteers work at the GCO.
The GCO has
conveyed proposals to the “Scope Global” international organization to hold
training. If this organization accepts the proposals, training will launch from
March of the next year for the GCO officers on teamwork management, change
management, conflict management and English language.
Premier
of China congratulates the new PM

(news.mn) Following the new PM of Mongolia taking office, the Premier of the
State Council of the People's Republic of China, Li Keqiang, sent a
congratulatory letter to PM Ch.Saikhanbileg.
Premier Li said
in his letter, “On behalf of the Government of the Republic of China, and on my
personal behalf, I would like to express to you my most sincere congratulations
for appointment as PM of Mongolia. Mongolia and China are good neighbors and
have established comprehensive strategic partnership.
"As the
Premier of the State Council of the People's Republic of China, I am ready to
work closely with you on strengthening relations between Mongolia and China in

“Mongolians”
E-Book Opening Held

Ulaanbaatar,
November 26 (MONTSAME) An opening of the “Mongolians” E-Book created under the
auspices of chairman of the State Great Khural Z.Enkhbold, authored and
delivered to the listeners by Dr D.Olziibaatar, an administrator at the
Institute of History of the Academy of Sciences was held on Wednesday at the
Ministry of Foreign Affairs and Economic Cooperation.
The Speaker
said “Main differences of the countries in these times of globalization are
their histories. There is no country that has as rich history as of
Mongolia’s”. Dr Olziibaatar has been working for disseminating the history for
the public during the recent years, he added and said that it is fortunate that
the book opening is happening on the historic anniversary of adopting the first
Constitution of Mongolia.

event were, Vice Minister of Foreign Affairs and Economic Cooperation
D.Gankhuyag along with other related officials.
Copper
Export to China Increases

Ulaanbaatar,
November 26 (MONTSAME) Overall copper imports of the People’s Republic of China
has decreased in 2014, however, Mongolia’s copper exports to China has
increased by 130 percent. The increase mainly reflected the commencement of Oyu
Tolgoi trades.
China imported
total of 956 thousand tonnes of copper concentrate last October, 12 percent of
which was supplied by Mongolia. Since the intensification of Oyu Tolgoi
trades in the second half of 2014, the supply of copper concentrate to China
from Mongolia has been exceeding 100 thousand tonnes every month. Thus,
Mongolia became the third biggest supplier of copper concentrate for China,
having exported over million tonnes of copper concentrate within this year.
According
to the National Statistics Office, this year’s revenue from the copper exports
amounted to USD 1.9 billion by the end of October.
Russian
PM sends a congratulatory letter to Mongolia's new PM

(news.mn) The PM of Russian Federation, Dmitry Medvedev, sent a congratulatory
letter to the new PM of Mongolia, Ch.Saikhanbileg, and wished him success in
his responsible post.
Russian PM
Dmitry Medvedev emphasized, "I believe that strengthening further trade,
economy, investment and humanity, and implementing larger joint projects will
suit both countries interests,” according to a report from the Government's
Press and Public Communication Office.
Ebola
readiness training to be conducted in Buyant-Ukhaa
November 26
(news.mn) A task force led by Health Minister N.Udval has been assembled,
following a decision made at a meeting on Wednesday, to organize training on
how to prevent an Ebola outbreak in Mongolia at Buyant-Ukhaa border point on
December 3rd.
The meeting was
attended by officials of the National Emergency Management Agency (NEMA),
Ministry of Health, the General Staff of the Mongolian Armed Forces, General
Police Department, Specialized Inspection General Authority, the General
Authority for Border Protection, the Customs General Authority of Mongolia,
National Research Center for Infectious Diseases, the National Center of
Zoonotic Diseases, Defense and Law Enforcement Staff Hospital, the Citizenship
and Migration General Authority, Buyant-Ukhaa Customs, the Border Protection
Agency, and Border Specialized Inspection Department to discuss implementation
of Ebola readiness planning.
The
newly elected Prime Minister’s economic policy

(Mongolian Economy) In an official address to Parliament, newly elected
Mongolian Prime Minister Ch.Saikhanbileg resolved to take prompt action in
mending the recent damage done to Mongolia’s economy.
Defining his
government’s general policy as supportive, quick and solution oriented, he
looks to focus on creating a more open and welcoming business environment. Such
draft bills as the Law on Special Permits and Licenses and the Law on Economic
Transparency are to be immediately reviewed in parliament for approval, to
remove the current barriers to mining sector expansion.
Regarding the
recent failures of parliament, which has done little but watch the economy
spiral into a near crisis, the prime minister announced: “We are the cause of
the economic crises.” He repeatedly stated parliament must take intense and
powerful action to move forward.
The new
government aims to restore faith in the economy with policies supporting the
private sector and expanding businesses. This includes the creation of a new
loan management structure, to be based on a balanced combination of investment
and soft loans. Meanwhile Parliament Resolution 34, regarding the restructuring
of ministries, ministerial titles and responsibilities, is to receive full
implementation.
Additional
measures include reforms to the private ownership of state properties,
beginning with privatisation in the social sector and the introduction of
corporate governance features.
The
establishment of an investment fund was announced, as the government looks to
support commercial banks in raising foreign investment. The government seeks to
actively increase investment flow to Mongolia, and will begin willingly
collaborating with the private sector in this direction.
The Prime
Minister’s development policy covers tourism, information technology, and
agriculture—especially the meat and cashmere industries—in addition to the
revival of the mining sector. He noted: “Let us create an economy with
sufficient capital reserve, correct management, and risk management from now
on.”
The newly
established government will eventually start the realisation of a USD 1 billion
soft loan from China, which may lessen the ever-increasing USD exchange rate,
currently at MNT 1883.
Ch.Saikhanbileg
strictly noticed that the multi-billion dollar Oyu Tolgoi mine’s stalled
expansion, a problem keeping out many who want to invest in Mongolia, is an
issue that must receive the highest attention of parliament. Economic
difficulties will remain until the new Prime Minister’s words become reality.
Monthly
Regular On-Line Meeting with Governors of Aimags Hosted by Premier
Ch.Saikhanbileg

(infomongolia.com) The monthly regular on-line meeting with Governors of Aimags
has been continued by recently elected Prime Minister Ch.Saikhanbileg on
November 26, 2014.
During the
meeting it was discussed:
- Mongolia at
the preliminary results harvested 491 thousand tons of crops, which shows the
highest record in recent years.
- Construction
works of power plants in Khuvsgul, Uvs and Khovd Aimags have been accomplished
last month and now all these plants operating and distributing heat to local
consumers.
- Overhead
power lines and its sub-stations to connect Shinejinst, Bayan-Undur and
Bayantsagaan Sums of Bayankhongor Aimag with regional power have been accomplished
and soon will be connected.
- The 2012-2016
Government Action Plan includes to connect all centers of Aimags to the Capital
City with paved road.
According to
plan, Umnugovi, Sukhbaatar and Khuvsgul Aimags have been linked with paved road
to Ulaanbaatar in 2014. The road construction works of Dornod Aimag to UB is
delayed due to irresponsibility and officials pledged to accomplish next year.
MPs
Appoint Human Rights Messengers

November 26 (MONTSAME) Chairman of the Standing Committee on Social Policy,
Education, Culture and Sciences D.Battsogt MP and L.Erdenechimeg MP were
appointed on November 26 Messengers of Gender Equality and Human Rights.
This was in
high recognition of their contribution to ensuring gender equality in Mongolia.
The certificates were handed at the event themed “Messenger of Gender Equality
and Human Rights” organized by the National Gender Committee of Mongolia and
the UN Population Fund on Wednesday.
Papers were
presented under the themes: “Family violence: Alcohol abuse, its cause,
condition and consequences” by D.Battsogt MP, and “Equality arises from
everlasting battle” by L.Erdenchimeg MP.
Int’l
conference on freeing NEA from nuclear threat

November 26 (MONTSAME) An international conference entitled “Freeing Northeast
Asia from nuclear threat” was held Wednesday in Ulaanbaatar under auspices of
the Mongolia’s Ministry of External Relations and Economic Cooperation.
It was
co-organized by the regulatory center for Northeast Asian region of the Global
Partnership for the Prevention of Armed Conflict (GPPAC) and the “Tsenkher
suld” NGO--the Ulaanbaatar-based regulatory center of the organization with
participation of representatives of the GPPAC’s centers in Ulaanbaatar, Tokyo,
Beijing, Kyoto, Pyongyang, Seoul, Vladivostok, Hong Kong and Taipei cities;
scholars, experts and peace activists. It also brought together some members of
parliament and the government; state and social figures, foreign diplomats and
delegates of international organizations.
The
conference’s main purpose is to exchange views and discuss issues of challenges
to the nuclear security field, a present situation and prospects of countries’
ties and cooperation in nuclear security, needs and chances to establish a
nuclear weapon-free area in Northeast Asia, a role of Mongolia in this matter,
and on enhancing the international cooperation in ensuring the security of
nuclear energy.
The issue of
prevention of nuclear weapons is the key priority of the GPPAC’s function, and
it considers an importance of learning experience of the Mongolia’s nuclear
weapon-free status for Northeast region. In addition, considering the
Mongolia’s experience will give an opportunity to obtain other methods for
preventing armed conflicts.
Mongolia
to cooperate with ICAO in air navigation

November 26 (MONTSAME) The Civil Aviation Authority of Mongolia (CAA) will
cooperate with the International Civil Aviation Organization (ICAO) in
introducing the performance-based navigation (PBN) in Mongolia and in
regulation of air navigation.
A memorandum on
the technical assistance cooperation was signed Wednesday by authority of the
ICAO; and T.Lhagvasuren, an acting head of the CAA, who is participating in the
51st Conference of Directors General of Civil Aviation continuing in Hong Kong,
China.
In accordance
with the document, the CAA and ICAO will collaborate in receiving professional
advice, training navigation experts, holding training for flight
administrators, flight rule makers and air navigation services. They also will
cooperate in approving PBN flight rules.

Exchange news for November 26

November 26 (MONTSAME) At the Stock Exchange trades on Wednesday, a total of 93
thousand and 910 units of 18 JSCs were traded costing MNT 604 million 250
thousand and 760.00.
"Mon-it
buligaar” /88 thousand units/, “Hai Bi Oil” /2,000 units/, “State Department
Store” /1,352 units/, “Genco tour bureau” /753 units/ and "Merex” /700
units/ were the most actively traded in terms of trading volume, in terms of
trading value were "Mot-it buligaar” (MNT 598 million and 400 thousand),
"Material impex” (MNT two million and 108 thousand), “Hai Bi Oil” (MNT one
million and 100 thousand), “State Department Store” (MNT 758 thousand and 472)
and "Gobi” (MNT 384 thousand and 800).
The total
market capitalization was set at MNT one trillion 468 billion 455 million 726
thousand and 284. The Index of Top-20 JSCs was 14,936.52, increasing 25.26
units or 0.17% against the previous day.
