Mongolia at "Beijing+20" Conference on Gender Equality

Ulaanbaatar, November 20 (MONTSAME) A delegation led by the Secretary of the Ministry of Population Development and Social Welfare B.Otgonjargal is participating in the Asian and Pacific Conference on Gender Equality and Women’s Empowerment-Beijing+20.

The conference is running in Bangkok of Thailand November 17-20. The participants are discussing matters of eliminating all types of violence against women and girls, intensifying an implementation of Beijing Declaration, protecting women’s rights, ensuring gender equality, empowering women, improving women’s participation in the decision-making processes, and of reducing maternal mortality. B.Otgonjargal said Mongolia wants to ensure gender equality and to improve the conditions for girls and women through nationwide actions and that these actions have resulted in success. On Mongolia’s behalf she promised to fulfil the duties before the world community on ensuring the development of various social groups and to putt all efforts. She also said the Ministry is ensuring the implementation of new versions of laws on gender equality and combating family violence, and that the government reached its goal to reduce child mortality by 2015 through its achievements in improving maternal healthcare and nutrition for mother and children.
In a scope of this conference, an issue of gender-based family violence is being discussed. Secretary of the Ministry of Justice J.Bayartsetseg is participating in this sub-conference.
Beijing+20 will adopt “Ministerial Declaration of Asia and the Pacific” on Gender Equality and Women’s empowerment, and the declaration will act as the regional position on the issue in international counseling.

Soums’ Reps Gather in State House

Ulaanbaatar, November 20 (MONTSAME) A national experience-sharing seminar kicked off Thursday in the State House in frames of a "Supporting civil participation at local governance level" project.
It has brought together administrative officials and civil societies of 17 soums where this project has been realized by Asia foundation at financing from the Swiss Agency for Development and Cooperation (SDC). The gathered are sharing experiences in forwarding the civil participation in a local governance level, for example, how to use a special card for evaluating state organizations’ activities and to find ways of fruitfully delivering information to people. They are also touching upon matters on how to augment women’s participation in decision-making and to work out a strategy for spreading the state services among vulnerable strata such as the disabled or the unemployed. 

L.Bold Becomes Deputy Chairman of Asia-Pacific IDU

Ulaanbaatar, November 20 (MONTSAME) Representatives of Democratic Party (DP) of Mongolia are participating in Seoul in a regular meeting of the Parties to the International Democrat Union (IDU) that is held every three years.
This year’s action started on November 20. A member of the DP L.Bold MP has been appointed the deputy chairman of the Asia-Pacific Democrat Union.
Parties to the IDU are political parties with western or central ideologies including the Republican Party of the USA, Conservative parties of the UK, Canada and Norway, the Christian Democratic Union of Germany, Liberal parties of Australia and New Zealand, and Saenuri Party of South Korea along with the DP of Mongolia.
The representatives of the DP are its secretary-general Ts.Oyundari, a member of the executive board L.Bold MP and the foreign relations advisor A.Batpurev. Mr Bold's candidature was put forward to be the regional deputy chairman by a majority at the sub-conference for Asia and the Pacific of the IDU meeting. The meeting also discussed the planning of the main events to take place next year. During the discussion, Mongolia’s proposal on organizing in Ulaanbaatar an International Summit of Democratic Parties on the occasion of the 25th anniversary of the democratic transitions in Mongolia and Eastern Europe was approved.

Prize to Be Created Named after Famous Lawyer

Ulaanbaatar, November 20 (MONTSAME) The Speaker of parliament Z.Enkhbold has issued an order on creating a prize named after late Dr Chimid Byaraa, a famous figure of state, Hero of Labour, People’s Teacher, State Honored Lawyer and Editor of the Constitution of Mongolia, parliament's website reported Wednesday.
The prize will go to scholars and researchers who made the biggest and most valuable works about developing legislation actions based on research works and forwarding the studies of parliament, constitutional law and system of the national law.
The prize will be given to one individual or a research group. It will be accompanied by a diploma with a signature of parliament Speaker, a medal with an image of B.Chimid and money of five million Togrog. It will be granted by the Speaker on the Day of Constitution. 

Judoka G.Otgontsetseg wins bronze in Qingdao
November 20 (news.mn) Judo Grand Prix 2014 kicked off in Qingdao, China, on Wednesday, November 19th.
The Qingdao tatami welcomed 115 male and 102 female judokas from 32 countries.
The Mongolian judo team headed to Qingdao with 11 male and 5 female judokas.
On day 1, the men's 60 and 66 kg and the women's 48, 52, and 57 kg events took place. G.Kherlen (men's 60 kg), D.Altansukh (men's 66 kg) and G.Otgontsetseg (women's 48 kg) made their way towards medal wins with impressive performances.
G.Otgontsetseg advanced as the quarterfinal winner, beating China's Shong Yao, and Taiwan's Kim Sol-mi, but lost to a Hungarian judoka.  G.Otgontsetseg also competed against Julia Figueroa, but lost and ended up with the bronze medal.
G.Kherlen was defeated by Russia's Robert Mshvidobadze in the men's 60 kg event, and D.Altansukh in the men's 66 kg was defeated by Japan's Yuhei Rokugo and ended in fifth place.
The first day of competition ended with 14 countries represented on the medal podium. Russia leads the countries with 2 gold and 1 bronze, followed by Germany with 1 gold, 1 silver and 1 bronze. Romania and France have each earned one gold medal, China has 1 bronze, and Japan has claimed 1 silver and 1 bronze medal. Mongolia is now ranked in 9th place with a bronze and two fifth place wins.

Regular plenary session meeting cancelled
November 20 (news.mn) A regular plenary session meeting was scheduled to begin at 9:00 a.m. today but was cancelled.
Speaker of Mongolian Parliament Z.Enkhbold announced that there would be no plenary session meeting, but MP M.Zorigt tweeted, “Plenary session meeting was cancelled due to MPs' poor attendance for the meeting.”
The divided stances of party caucuses and coalitions on the recent nomination of Ch.Saikhanbileg for PM might have lead to the plenary session meeting's cancellation.
However, the nomination was not included in the list of the scheduled issues to be discussed today. Thirteen unresolved issues, including the daycare services law, new amendments to the law on enforcement of court decisions, have been delayed.

Documentary “Skilled Khas” comes to Tengis
November 20 (news.mn) “Skilled Khas”, a debut documentary by talented, young director Sh.Ikhbayr, will open with a ceremony at Tengis Movie Theatre at 8:00 p.m., on November 22nd.
Supporting young talent, promoting the best of local art, and providing the public with art education, Arts Council of Mongolia is holding the event.
“Skilled Khas” is a documentary film by No Wonder Films in collaboration with the art and film NGO Golden Reel. “Skilled Khas” features artists' worlds through their lives and work.
After the screening, there will be an question and answer session with director Sh.Ikhbayar and artists in the film about how the documentary was created, and what it is like to be an artist.

Prisoners swapped in exchange
November 20 (news.mn) The Takhar Service of Mongolia conducted a prisoner exchange on Wednesday, in accordance with a prisoner exchange agreement signed between Mongolia and South Korea on May 29, 2007.
The prisoner exchange was organized on behalf of a South Korean who was sentenced in Mongolia with the permission of related organizations. Takhar Service officers organized the release of the prisoner to South Korean officials at Buyant-Ukhaa port.
The Takhar Service has successfully organized three prisoner exchanges with Russia under an agreement on legal assistance and legal relations in civil and criminal cases involving Mongolian and Russian citizens, and outlined in the Law on Takhar Service of Mongolia.
In the framework of legal system reform, the Law on Takhar Service was passed in July 2013.  The Takhar Service was established under a government resolution in July 2014.
The Takhar Service is responsible for providing security in courts and for judges, the protection of witnesses and crime victims, assisting in prisoner transport, convict arrest, conducting prisoner exchanges, and overseeing operations for tracking down fugitives.

“Colors of Mongolia” Continues in Irkutsk, Russia
November 20 (infomongolia.com) Mongolian two young female artists Tumurtokhtokh SOYOL-ERDENE and Bum-Erdene BAYARTSENGEL have opened their joint exhibition under “Colors of Mongolia 2014” at “Le Art” gallery in Irkutsk city of the Russian Federation from November 11, 2014.
Director of the Gallery, Lina Yermontovich noted, “The first thing that strikes visitors - is featuring the work of young artists from the entrenched views, looks like a Mongolian fine art. Instead yurts with their inhabitants, landscapes steppes with horses and other specific subjects before the audience is presented a synthesis of traditions of Mongolian painting and modern art. About their homeland and its culture artists describe referring to the heritage of avant-garde artists. So, the picture "Declaration of Love Modigliani" by B.Bayartsengel is dedicated to one of the most famous painters of the last century. The artist depicts a girl, her compatriot, in the typical style of Modigliani - elongated oval face, long neck, pensive look”.
According to authors of works, who are only 25 years old girls, have already managed to perform their two exhibitions at home and in the nearest future they plan their tour to Ulan-Ude, Russia. The exhibition "Colors of Mongolia-2014" will run until the end of the month with closings on December 01, 2014.
The organizers intend to dedicate the exhibition to strengthen friendly relations between Russia and Mongolia, following the recent abolition of the visa regime between the two nations.
This "Colors of Mongolia" art exhibition in Irkutsk is not the debut, which started in 2011 and last year, the "Colors of Mongolia 2013" was presented by four members of Mongolian Union of Artists, namely A.Chadraabal, A.Ochirbold, D.Batmunkh and O.Enkhtaivan, whose names are already familiar to viewers of Irkutsk.

World Bank Ready to Implement Four Projects to Contribute to Government of Mongolia
November 20 (infomongolia.com) On November 19, 2014, Chairman of State Structure’s Standing Committee of the State Great Khural (Parliament), MP A.Bakei received the World Bank Country Representative for Mongolia, Mr. James Anderson.
At the beginning of meeting, Chairman A.Bakei congratulated the re-appointed envoy J.Anderson, who earlier worked in Mongolia in the mid-1990s focusing on the informal sector and the impacts of large-scale privatization.
At the meeting Jim Anderson introduced the projects that are ready to implement in Mongolia namely, “Third Sustainable Livelihoods Project”, “E-Health Project”, “Smart Government” and the “Education Quality Reform Project” and asked to ratify these projects in the near future.
These Projects' objective and its components are:
- The objectives of the Third Sustainable Livelihoods Project for Mongolia are to improve governance and community participation for the planning and delivery of priority investments in rural areas of Mongolia. The project comprises three components. The first component, capacity building for local governance and livelihoods, aims to build the capacity at local and national levels for the implementation and further development of the Government's program and mechanisms for support rural development.
- The objective of the E-Health Project for Mongolia is to contribute to the Government of Mongolia's efforts to utilize public sector resources more effectively in the health sector in a context where there are competing policy priorities. Rapid economic growth and the potential for large revenue flows are being tempered by the need to maintain fiscal prudence and stability, and weaknesses in the health system are contributing to inefficient, inequitable and poor quality services, thus preventing the sector from effectively addressing emerging needs.
The Project comprises five components. The first component, e-health foundational activities, focuses on laying the foundations for successful deployment of e-health solutions and developing the pre-requisites needed for greater integration of health information between health facilities, the health insurance agency, public health agencies, private sector, etc. The second component, clinical data collection, access and sharing, aims to establish a solid basis for standardized data and medical image exchange between healthcare providers and users, develop the mechanism for such data exchange to take place, and pilot-test this mechanism in selected sites. The third component, National Health Information Center, aims to establish a center that oversees all aspects of e-health in Mongolia, thus assuring the long-term sustainability of Mongolia's e-health investments.
The fourth component, institutional strengthening and capacity building, invests in the human capacity needed for the successful implementation and institutionalization of e-health in Mongolia. Lastly, the fifth component, project management, finances the Project Implementation Unit, domain expert consultation, and annual monitoring and evaluation of the Project.
- The development objective of the Smart Government Project for Mongolia is to use information communication technologies (ICT) to improve accessibility, transparency, and efficiency of public services in Mongolia. The project comprises of four components. The first component, enhancing civic engagement and citizen feedback mechanisms comprises of following activities: technical assistance; investment support; and support government to develop a business analytics (BA) program. The second component, enabling foundations for smart government will support the public agencies put in place a robust framework for service delivery, benefitting from economies of scale on ICT infrastructure, and expediting the pace of eService delivery in response to citizen's needs. The third component, enabling open data will help to develop a vibrant open data ecosystem defined by a sustainable pipeline of high-quality data, continuous engagement with user communities and demand-driven, innovative co-creation. The fourth component, project implementation support will help to establish the project implementation unit (PIU) at the Cabinet Secretariat (CS).
- The objective of the Education Quality Reform Project for Mongolia is to improve the quality of education for primary school children in Mongolia, with particular emphasis on improving native language and mathematical skills, and to strengthen school level planning. The project comprises four components. The first component, improving learning outcomes, aims to ensure that by the end of grade 2 of primary school, Mongolian students are able to read fluently and acquire basic numeracy and math skills. The second component, pre- and in-service professional development of teachers, will help teachers develop the appropriate tools to provide individualized support for all children to improve their learning outcomes, in particular, reading and mathematical skills for grades 1 and 2. The third component, implementation of a school support program, intends to scale up the Ministry of Education and Science's (MES) school financing, currently being rolled out in 100 pilot schools, to the rest of the primary schools in the country. Lastly, component four will support MES to effectively implement the project with the support of qualified technical assistance.

G7 Fast Track Partnership Conference Takes Place in Ulaanbaatar
November 20 (infomongolia.com) On November 18-19, 2014, the G7 Fast Track Partnership Conference took place at the Best Western Tuushin Hotel in Ulaanbaatar bringing together representatives from Germany, Viet Nam, Laos, Myanmar, Cambodia and Mongolia.
The Conference was opened by Chief of Staff of the President of Mongolia P.Tsagaan and in his remarks, the Chief of Staff noted, “Allow me to extend my gratitude to all the guests who have gathered here, in particular, the representatives from the South East Asia Viet Nam, Laos, Myanmar and Cambodia to attend the G7 Conference jointly organized by the Government of Mongolia, Extractive Industries Transparency Initiative and German Agency for International Cooperation (GIZ).
German is one of the countries that extended its support to Mongolia during the transition to democracy and a market economy in 1990s. I would like to express my appreciation to Germany for choosing Mongolia as a regional partner to sharing experience and supporting countries in the South East Asia.
Mongolia’s private sector produces approximately 80 percent of the country’s GDP. Private property and private production was illegal 25 years ago. In terms of business, I think government has a very bad management. As part of the economic reforms the Government started privatizing the state-owned enterprises and we have no doubt that we made the right decision”.

Speaker Meets Deputy Marshal of Sejm

Ulaanbaatar, November 20 (MONTSAME) The Speaker of parliament Z.Enkhbold Thursday received a delegation led by Mr Jerzy Wenderlich, a Deputy Marshal of Poland’s Sejm (lower house of parliament).
The Speaker wished the delegation nice stay in Mongolia and expressed a satisfaction with seeing the Deputy Marshal of Sejm.
In response, Mr Wenderlich thanked the Speaker for the audience and said he is satisfied with an appointment of a new Mongolian Ambassador to Poland, who has big knowledge about Poland.  Parliamentary offices of the countries are ready to establish a cooperation memorandum, it might be inked during an upcoming visit of the top legislator of Mongolia to Poland, he said.
Mr Wenderlich also mentioned about his meeting with students who study the Polish at the Mongolian State University (MSU), and added that he had given them a report on governmental scholarships and measures.
Mongolian considers the European Union (EU) as its one of the Third Neighbours, the Speaker said, and underlined the long-year friendly relations between our countries. The inter-parliamentary cooperation plays a vital role in our traditional friendly relations, he said.
Mr Enkhbold also pointed out that the visit of the Deputy Marshal of Poland has deepened the inter-parliamentary ties and that the parliamentary offices always support the active cooperation.
Then he noted that the ties have been intensifying in education, culture, defense and politics, and emphasized that Mongolia wants to bring the trade and economic relations into a newer level and to boost the collaboration in roads, transportation, construction, foods, agriculture and mining spheres.
Present at the meeting were L.Erdenechimeg MP, a head of the Mongolia-Poland inter-parliamentary group; A.Ganbaatar, the Ambassador of Mongolia to Poland; and other officials.

Proposal Submitted to Parliament on Appointing Ch.Saikhanbileg as PM

Ulaanbaatar, November 20 (MONTSAME) A deputy head of the Presidential Office B.Nergui Thursday submitted to Z.Enkhbold, the Speaker of parliament, a proposal on appointing Mr Ch.Saikhanbileg as the Prime Minister.
The Democratic party, which got a majority of seats at parliament in 2012's parliamentary election, has presented this proposal to the Presidential Office after having consulted other political parties and coalition, she noted and said the Presidential Office is passing it to parliament in accordance with the Constitution.
The party wants parliament to tackle the matter pursuant to all the related laws, the proposal says.

Nat'l Industry Shopping Center to Open Next Month

Ulaanbaatar, November 20 (MONTSAME) Upon an initiative of the Ministry of Industry and Agriculture, a shopping center of the national industry products is to open next month. The transforming of the building of a former "Night Market" into a grand shopping center is going with 80 percent so far.
A supporter of this initiative, a director of “Nar Mon” LLC and owner of the night market M.Dashdondog said the national industry is an integral part of Mongolia’s development. “In order to promote the national manufacturers, we decreased our rent for cubemeter space from 65 thousand Togrog to 45 thousand and freed manufacturers of garments, wool, cashmere and leather from the advance payment because they contacted with us through the Union for Wool and Leather Industry. May this be my contribution for the national industry," he said.
Director of the Ministry Department for Management of Policies Implementation on Light Industry Ts.Bayarmaa said the national manufacturers will be selling their products at reasonable prices and the ranges of goods will diversify. "We intend to establish such centers in every district”. So far, over 50 national entities have formed contracts with the shopping center and started furnishing their counters, informed Bayarmaa.

Shagai Shooting Tournament Begins

Ulaanbaatar, November 20 (MONTSAME) On the occasion of the 852th birthday of Chingis Khaan, a shagai (ankle bone) shooting tournament of the “Mongolian Pride Day” began November 20 at “Buyant Ukhaa” sports complex.
A total of 77 teams with 800 shooters from all 21 aimags are participating in the events. Preliminary contests are running Thursday, the finals will be held this Friday. According to secretary-general of the Union for Mongolian Shagai Shooting Mr Erdenebaaatar, the oldest participant is a ninety-year-old shooter from Dundgovi aimag D.Sanjaagenden.

Sambo Wrestlers to Compete in World Championship

Ulaanbaatar, November 20 (MONTSAME) Wrestlers of the national selected team for sambo Wednesday headed for Japan to take part in the World Sambo Championship which will take place November 21-23 in Tokyo.  The Mongolian team will compete in all weight categories of both male and female categories. The team has wrestlers who grabbed gold medals in the Asian Beach Games.
The wrestlers are coached by G.Enkhbayar and J.Bayarsaikhan.  

“Sutra Great Deity Tara” Inscribed in UNESCO’s Register

Ulaanbaatar, November 20 (MONTSAME) A piece of the Mongolian cultural heritage "Sutra Great Deity Tara" has been inscribed in UNESCO's Asia-Pacific Register of the Memory of the World in May of 2014.
At a ceremony on Wednesday in the Mongolian National Library, a secretary-general of the Mongolian National Commission for UNESCO B.Jargalsaikhan granted an official certificate of the registration to Ts.Oyungerel, the Minister of Culture, Sport and Tourism.
A decision on registering the cultural piece in the UNESCO heritage list was made during the 6th General Meeting of the Memory of the World Committee for Asia-Pacific (MOWCAP)” held May 13-15 of 2014 in Guangzhou of China.
The "Sutra Great Deity Tara"--a sutra dedicated to Tara--is considered one of the smallest books in the world and written by Mongolian philologist S.Shagj in the early 20th century. This work is a unique piece of art where texts of Green and White Tara were written in 79 lines in less than 5 cm of space using very thin pen point. The unique creation consists of a total of 8,228 characters. In 2002, the Sutra Great Deity Tara was registered to the List of Unique and Priceless Cultural Heritages of Mongolia in accordance with the government resolution.
UNESCO’s Memory of the World Program is an international initiative launched to safeguard the documentary heritage of humanity against collective amnesia, neglect, the ravages of time and climatic conditions, and willful and deliberate destruction.

"Goyol 2015" fashion festival kicks off next week
November 20 (news.mn) The annual fashion event "Goyol 2015", the biggest in Mongolia, will be held on November 26th.
Goyol is organized by the Mongolian Designers Association and presents awards for the following honors: best model of the year, best designer, best beauty specialist, best hairstylist, and top model of the festival.
The event will begin next week with designers featuring their best new designs for the season. A gala fashion show will be held at the Central Cultural Palace on December 3rd.

Approval of the 28th PM will be decided today
November 20 (news.mn) The Standing Committee on State Structure is discussing whether or not to support DP candidate Ch.Saikhanbileg for PM in a meeting today.
Following the meeting, a plenary session meeting of parliament will review the standing committee's decision.
Favored by the majority of the National Consultative Committee of the Democratic Party (DP), Ch.Saikhanbileg won the support of 19 members DP caucus but the MPP has expressed its opposition to the nomination.
In the meeting of the Standing Committee on State Structure, its members will decide whether not to support Ch.Sailhanbileg for PM or seek another nomination.

President supports Saikhanbileg over PM
November 20 (business-mongolia.com) MP Saikhanbileg, Minister and Chairman of the Cabinet Secretariat, was nominated by the Demparty for the next Prime Minister of Mongolia.
The proposal of the PM nominee was presented to Speaker Z.Enkhbold by the Mrs. Nergui, deputy head of the President’s Office, which means that Saikhanbileg receives support from the President.
Now the Standing Committee of the State Administration is discussing the nominee. After the decision of the Standing Committee, the General Session of the State Great Khural will be held and MPs will vote.

As of Today, over One Thousand Inner Mongolians Reside in Country, whereas 20 Request Citizenship of Mongolia
November 20 (infomongolia.com) It was announced that the Citizenship and Migration General Authority of Mongolia (Immigration Office) to host a meeting with citizens of Inner Mongolia, China at the IT Park in Ulaanbaatar on November 19, 2014.
So, at the meeting, the Chairman of Immigration Office B.Purevdorj reported that as of today, about 14 thousand citizens of the PR of China are residing in Mongolia, of which over one thousands are nationals of Inner Mongolia and according to Law of Mongolia on the Legal Status of Foreign Nationals, nationals of Inner Mongolia willing to obtain a nationality of Mongolia should reside in the territory at least five years and not to leave the country for more than 12 days a year within the 5-year period of stay. Also, these applicants should follow criteria on employment that cites the salary earned in Mongolia should be equivalent to the 10 times of the minimum wage provisions adhered today.
Following the meeting, attendees requested to ease some criteria and said the above mentioned provisions are tough for nationals of Inner Mongolia in order to obtain a citizenship of Mongolia.
In response, Chairman B.Purevdorj said the Immigration Office is re-considering the “5-year” and other relevant provisions and affirmed that a new bill on the Legal Status of Foreign Nationals is planned to be submitted soon.
As of 2014, a total of 20 citizens of Inner Mongolia were deported from the territory of Mongolia on the following grounds ‘employed without permission from competent authorities or engaged in business other than one's purpose of coming’, ‘not leaving the country on or before the expiry of the term of their visa’ as well as breaching the provisions of the Criminal Code and Law on Administrative Responsibilities.
Moreover, as of today, over 20 citizens of Inner Mongolia have requested a citizenship of Mongolia.

Mongolia and Poland to cooperate in culture

Ulaanbaatar, November 20 (MONTSAME) Minister of Culture, Sports and Tourism Ts.Oyungerel received Thursday a delegation headed by a Deputy Marshal of Poland’s Sejm (lower house of parliament) Mr Jerzy Wenderlich.
The Minister thanked the guests for paying the visit here. She expressed a willingness to upgrade the cultural relations between the two countries and said many opportunities await Mongolia and Poland in cooperation in filmmaking and restoration of cultural heritage as well as in expanding the longtime friendly relations. Ms Oyungerel also stressed a wish to restore a practice of exchanging restoration experts between Mongolia and Poland. 
Mr Wenderlich said the meeting is special, for it is being held on the occasion of the 65th anniversary of the establishment of diplomatic relations between the two countries, and expressed a satisfaction with the recent progresses in the bilateral relations and cooperation. He also promised to focus on realizing the initiatives discussed during this meeting.
The sides, then, discussed mainly mutual organization of major events of arts and culture, cooperation in this sector, and an increase in quota of Mongolian students to major in arts and culture in Poland.

Birth anniversary of Chinggis Khaan to be celebrated

Ulaanbaatar, November 20 (MONTSAME) The 852nd birth anniversary of Chingis Khaan--the National Day of Pride--will be celebrated on November 23 or the first day of the first winter month by lunar calendar.
Scholars and researchers will give lectures about factors of Mongolian success in the medieval period on Friday at the Mongolian State University (MSU). A ceremony of raising the State Flag will take place Sunday on the Square of Chinggis Khaan, followed by another ceremony of bestowing the Nine White Banners.
The same day, the supreme state prize of Mongolia--the Order of Chinggis Khaan will be granted to academician Kh.Namsrai at the State House, and wreaths will be laid to the Monument of Chinggis Khaan with a participation of state leaders.

Stock Exchange news for November 20

Ulaanbaatar, November 20 (MONTSAME) At the Stock Exchange trades on Thursday, a total of 3,638 units of 12 JSCs were traded costing MNT four million 343 thousand and 869.00.
"Hai Bi Oil” /1,503 units/, “Remikon” /1,000 units/, “Genco tour bureau” /416 units/, “Arig gal” /365 units/ and "Makh impex” /92 units/ were the most actively traded in terms of trading volume, in terms of trading value were "Hai Bi Oil” (MNT 893 thousand and 990), "Darkhan nekhii” (MNT 858 thousand and 200), “Arig gal” (MNT 857 thousand and 750), “Mon-it buligaar” (MNT 704 thousand) and "Makh impex” (MNT 348 thousand and 500).
The total market capitalization was set at MNT one trillion 506 billion 031 million 961 thousand and 512. The Index of Top-20 JSCs was 14,909.10, decreasing 28.06 units or 0.19% against the previous day.

Scholars gather on World Philosophy Day

Ulaanbaatar, November 20 (MONTSAME) A symposium themed “Changes in images of world’s sciences; and philosophy” was held Thursday in Ulaanbaatar for the International Day of Philosophy.
Co-organized by the Mongolian National Commission for the UNESCO and the Institute of Philosophy, Sociology and Law at the Academy of Sciences, the symposium attracted some 20 scholars on environment, society and humanitarian sciences. Opening remarks were made by B.Enkhtuvshin, the president of the Academy of Sciences of Mongolia; and by G.Jargalsaikhan, the secretary-general of the Mongolian National Commission for UNESCO.
The participants exchanged views on related matters and received reports by scholars from the Institute of Physics and Technology, the Institute of Chemistry and Technology, the Institute of Biology, the Management Academy, the Mongolian State University, the Mongolian University of Science and Technology, and the Research Center of Astronomy and Geophysics.

WB: How telecommunications help lives of herders

Ulaanbaatar, November 20 (MONTSAME) As Mongolia increased its wealth, so did its people’s demand for information and communication technologies (ICT) surge. As a result, the ICT market grew over 25 percent annually in the early 2000s. But in the countryside, where companies found it hard to make headway into the sparsely populated rural areas and provide access to services outside of the main population centers, “teledensity” (the number of telephone connections per every hundred individuals living within an area) was as lean as 1% in 2005.
In the world’s least densely populated country, where three million people are spread over 1.5 million square kilometers, half of them clustered in the capital of Ulaanbaatar and one third still living a nomadic life, just think how hard it would be to send a message to a herder somewhere in the hills, or hear from someone in a ger (Mongolian term for tent) in the next valley.
The World Bank/IDA-supported Information Communications Infrastructure Development Project (ICIDP) helped the Government of Mongolia use a public-private-partnership approach to fill the gap. "Best practice cooperation between the Government and the private sector helped deliver competitive, quality and affordable telecommunications services to remote rural communities, transforming the lives of herders and other rural inhabitants", says Peter Silarszky, who led the World Bank’s support for the project.
“This project allowed us to work closely with the private sector, to complement each other. This was one of the first times that this public-private-partnership happened in Mongolia. This kind of synergy was unprecedented,” says J. Bat-Erdene, former Vice Chairman of Information Communications Technology and Post Authority of Mongolia, now CEO/President of Telecom Mongolia.
In the remote Darkhat Valley in northern Mongolia, herders were packing for the spring migration. “I called my son who lives in the town to come to help us with his transport truck,” says Tsorj, a herder. “Having a phone is the most important thing. I can call relatives who live in the town and nomads in the next valley. It’s also very useful for keeping track of missing animals,” he says.
The project has changed the lives of herders like him and Purevjav.
Purevjav, 70, has witnessed tremendous changes in Mongolia. In the past 20 years, the country has transformed into a vibrant multiparty democracy with a booming economy growing at double-digit rates today.
His children didn’t further their education and became herders like him. “But their children need to go to school. So they moved to towns and cities. Our family is now split up between the countryside and town,” he says.  
To stay in touch with the rest of the family, Purevjav makes calls. “We call our children in the town, tell them what we need, such as feed for animals or medicine for us,” he says.
“Before, we used to ride into town to get the doctor and climb over that steep pass,” Tsorj says, as he points at the mountain pass in front of his ger.
Now, just a phone call away, the doctors come to them. “We are able to call in medical emergencies, call for an ambulance,” he says.
Results from 2005 to 2013, thanks to the ICIDP Project include: All 360 soum centers (villages) in Mongolia have access to modern phone and Internet services; 34 soum centers have access to high speed Internet; Telephony minutes originated in soum centers increased from 1.2 million per year in 2006 to 56.5 million in 2013; Telephony minutes originated in rural areas outside of soum centers increased from almost zero in 2006 to 530,000 a year in 2013; The number of Internet users in soum centers increased from 300 in 2006 to 12,000 in 2013; The government improved the policy and regulatory environment and promoted investments in ICT in rural areas, which ensured the continued additional annual investment in the ICT sector of the country – annual investment increased from $37.6 million in 2005 to $395 million in 2013; A mechanism has been established to collect resources into a fund to finance universal access to telecommunication and Internet services, reports World Bank Mongolia.
