Structure
of New Cabinet Approved

Ulaanbaatar,
December 5 (MONTSAME) A plenary meeting of the parliamentary session on
Thursday evening adopted draft laws on a structure of the cabinet, on a
composition of the cabinet, and related to them other draft laws and
resolutions.
Accordingly,
the cabinet is to have 19 members--the PM, the Deputy PM, the Minister of
Mongolia, the head of the Cabinet Secretariat for Government, the Minister of
Environment, Green Development and Tourism; the Minister of Foreign Affairs;
the Minister of Finance; the Minister of Justice; the Minister of Industry; the
Minister of Defense; the Minister of Construction and Urban Development; the
Minister of Education, Culture and Sciences; the Minister of Road and
Transportation; the Minister of Mining; the Minister of Labour; the Minister of
Population Development and Social Welfare; the Minister of Food and
Agriculture; the Minister of Energy; the Minister of Health and Sport.
Ending the
plenary meeting, the Speaker Z.Enkhbold said the PM becomes now able to submit
to parliament his proposal on appointing Ministers within December 5.
David
Cameron Congratulates Prime Minister

December 5 (MONTSAME) Prime Minister of the United Kingdom Mr David Cameron
sent a congratulatory letter to his Mongolian counterpart Ch.Saikhanbileg on
December 5.
Mr Cameron
congratulates Ch.Saikhanbileg on being appointed the Prime Minister and
expresses a willingness to continue cooperating with him to deepen and
intensify the longtime friendly relations and cooperation between Mongolia and
Great Britain.
The British
Premier also says he is confident in the future of economic collaboration and
promises to cooperate with Mongolia in international peacekeeping operations
and to support the organization of the ASEM Summit in Mongolia in 2016.

at OSCE Meeting

Ulaanbaatar,
December 5 (MONTSAME) A delegation headed by Mr D.Gankhuyag, the Acting Vice
Minister of External Relations and Economic Cooperation, is participating in the
21st OSCE Ministerial Council Meeting in Basel of Switzerland.
The first day
of the meeting was dedicated to a theme "Overcoming security crisis in
Europe: Further direction", the second day ran under "Combating
terrorism: Common challenges within OSCE and out of the organization"
theme.
Mr Gankhuyag
also held meetings with Mr Didier Burkhalter, the Foreign Minister of
Switzerland and the OSCE Chairman-in-Office; Mr Ilkka Kanerva, the President of
the OSCE Parliamentary Assembly; Ms Dunja Mijatovic, the OSCE Representative on
Freedom of the Media; and representatives of Macedonia and Monaco, to exchange
views on the regional security and the bilateral cooperation.
Since becoming
a Participating State of the OSCE in 2012, Mongolia has been actively cooperating
with the OSCE Parliamentary Assembly, the Democratic Institute, human rights
service and other services.
Mongolia will
host the autumn session of the OSCE Parliamentary Assembly next year which
coincides with the 40th anniversary of the Helsinki Final Act. In a first
quarter of 2015, Mongolia will chair the OSCE Security Cooperation Forum.
The OSCE
Minister Council Meeting will last until Friday.

Discussion "About Mongolia-Czech Republic Relations and Cooperation"

December 5 (MONTSAME) In anticipation of the 65th anniversary of the
establishment of diplomatic relations between Mongolia and the Czech Republic,
this discussion was organized December 2 by the Czech Council on Foreign
Relations NGO in Prague.
Former
Ambassador of the Czech Republic to Mongolia Dr I.Shima presented a paper on
the history of Mongolia-Czech relations, an advisor to the current Czech ambassador
to Mongolia V.Dobesh—on the contemporary Mongolia’s image, achievements and
pressing issues, and a vice president of the Czech-Mongolian Chamber of
Commerce D.Jargalsaikhan spoke about Mongolia’s current social--economic status
and joint projects being realized.
After this, the
Czech people put questions about social and economic achievements and the means
to combat corruption in Mongolia. The replies were given by the officer of the
Embassy responsible for trade and economic affairs D.Onobilegt.
Family
clinics in Ulaanbaatar open on Saturdays
December 5
(news.mn) Due to the high outbreak of seasonal influenza in the city, the
Capital City Health Authority announced that family clinics in every khoroo in
all districts will be open between 8:00 a.m. to 7:00 p.m. from Monday to
Friday, and between 10:00 a.m. to 2:00 p.m. on Saturdays.
According to a
December 1 report, 87,506 people had health checkups and 9.1 percent, or
7,943, of them were diagnosed with influenza. It was a 0.7 percent lower number
of cases than last week.
However, 77
percent of those diagnosed were children between the ages of 0-9. Children's hospitals
received 2,532 emergency calls and 1,029 emergency calls, or 40.6 percent, were
cases of the flu.
Oyu
Tolgoi processing plant ready for operation after fire
December 5 (news.mn)
Turquoise Hill Resources announced that a fire occurred at the Oyu Tolgoi
processing plant on December 3rd. Today, preparation for resuming operations at
the processing plant has begun.
An inspection
and estimation of damages begins as investigation of the fire finished on
Thursday. Preliminary results of the inspection suggest that there was no
serious damage.
No one was
injured in the fire. Processing plant operations were halted to meet employee
safety standards and let inspection agencies investigate the fire.
The fire did
not reach the grinding ball mill or super-voltage power supply at the
processing plant.
As the
inspection and investigation is over, operations at the processing plant could
resume today.
Parliament
of Mongolia Ratifies Bill on New Government Structure and Cabinet Ministers to
Be Announced on December 05, 2014

(infomongolia.com) On December 04, 2014, the State Great Khural (Parliament) of
Mongolia ratified the bill on new government structure, government composition
and other affiliated regulations hearing the last discussion.
According to
the decision, the Government of Mongolia will consist of 19 members including
Prime Minister, Deputy Prime Minister, Minister of Mongolia (without
portfolio), Head of the Cabinet Secretariat and the below Ministers responsible
affiliated 15 Ministries.
Also, the issue
of diminishing the Marshal (Takhar) Authority (Implementing Agency) and Nuclear
Energy Agency (Regulatory) were postponed for reconsideration.

Mongolia
to Host Ministerial Conference of Pastoralist Countries in June 2015

(infomongolia.com) On December 04, 2014, Chief of Staff of the Office of
President of Mongolia P.Tsagaan received in his office the Regional Director of
the World Organization for Animal Health (OIE), Mr. Francois Caya.
At the meeting,
Regional Director F.Caya introduced the preparation works of the Conference of
Ministers of Pastoralist Countries to be organized with support of the OIE in
Mongolia in June 2015.
Back in
December 2009, the President of Mongolia Ts.Elbegdorj sent a Letter to the OIE
Director General, Bernard Vallat forwarding 5 proposals expressing readiness to
collaborate with the organization. One of them was to collaborate on
formulating the standards for the identification of animal health status that
best suits for the unique nomadic and pasture based animal husbandry system.
In the same
month, the OIE Director General Bernard Vallat replied to an official response
letter expressing his readiness to cooperate. Moreover, Director General
Bernard Vallat paid a visit to Mongolia in May 2012 and during his visit, Mr.
Bernard Vallat held meetings with the President and Prime Minister of Mongolia
and during the meetings they agreed to collaborate on formulating animal health
status identification standards appropriate for the unique nomadic and
pasture-based animal husbandry. They had also decided to partner for a
long-term base, in particular, to organize a Conference of Ministers of
Pastoralist Countries in Mongolia and set up an orientation of further
cooperation. Moreover, collaborate effectively on developing international
standards, rules and regulations to formulate and implement animal health
status reflecting the unique nomadic and pasture-based animal husbandry.
During the
meeting with Regional Director F.Caya, Chief of Staff of the Office, Mr.
P.Tsagaan noted his readiness to host the upcoming Ministerial Meeting and
expressed that Mongolia with its 60 million heads of animal is interested to
export meat and meat products.
Moreover, Mr.
P.Tsagaan mentioned that during their visits to Mongolia in August and
September of 2014, the heads of state of the People’s Republic of China and the
Russian Federation expressed willingness to import meat and meat products from
Mongolia and in this regard, Mongolia is seeking support from the OIE to
collaborate on formulating the standards for the identification of animal
health status and on meat export issues.
Mongolian
Delegation Attends 21st OSCE Ministerial Council

(infomongolia.com) Mongolian delegates headed by the Deputy Minister of Foreign
Affairs D.Gankhuyag are attending the 21st OSCE Ministerial Council being
organized in Basel, Switzerland on December 04-05, 2014.
The Ministerial
Council meets once a year to consider issues relevant to the OSCE and the meeting
participants are expected summarize the activities of the OSCE in 2014 and
outline the framework and direction work for next year, when Serbia will take
over the one-year OSCE presidency from Switzerland.
The 2014
Ministerial Council meeting is being attended by 57 OSCE member countries and
11 partner states, as well as the representatives of several international
organizations and the first day discussion was themed on ways to strengthen
security in Europe and today’s topic on measures to combat terrorism, moreover,
the crisis in Ukraine will dominate the agenda of the 21st meeting.
During the
participation in the 21st meeting, Mongolian Deputy Foreign Minister
D.Gankhuyag held meetings with the OSCE Chairperson-in-Office and Swiss Foreign
Minister Mr. Didier Burkhalter, President of the Parliamentary Assembly of the
OSCE Mr. Ilkka Kanerva, OSCE Representative on Freedom of the Media Mrs. Dunja
Mijatovic as well as other representatives from Macedonia and Monaco to discuss
and share views on regional security issues and issues concerning bilateral
partnerships.
Mongolia has
been acceded to the OSCE, becoming the Organization’s 57th participating State
in 2012 and since then Mongolia actively has been collaborating with OSCE
Parliamentary Assembly and OSCE Office for Democratic Institutions and Human
Rights (ODIHR) and other bodies.
In 2015, the
OSCE will mark 40 years since the signing of the Helsinki Final Act - a
pioneering comprehensive agreement that paved the way for erasing dividing
lines between the East and the West and contributed to the end of the Cold War
- in the scope of this event, Mongolia to host the Parliamentary Assembly of
the Organization for Security and Co-operation in Europe (OSCE PA) in
Ulaanbaatar in September 2015. Moreover, Mongolia to chair the OSCE Forum for
Security Co-operation in the first quarter of 2015.
EBRD
to Provide 12 Million EUR Long-Term Loan to Implement Project on Solid Waste
Management Reform in
Mongolia

(infomongolia.com) On December 05, 2014, the Governor of the Capital City and
Mayor of Ulaanbaatar E.Bat-Uul received a delegation from the European Bank for
Reconstruction and Development (EBRD) headed by Director for Central Asia and
Mongolia at EBRD, Mr. Masaru Honma.
During the
meeting, authorities inked the Memorandum of Understanding on cooperation to
implement a Project on the Solid Waste Management Reform.
The Capital
city has been implementing several tasks to improve the UB waste service and
waste recycling facilities through its “Public Service UB Unit”, a local
administration-owned enterprise, and under this MoU, the EBRD provides a
longterm loan of up to 12 million EUR to finance the Project on the Solid Waste
Management Reform in Mongolia.

Cultural
Days of Mongolia Commences in Beijing, China

(infomongolia.com) Mongolia and the People’s Republic of China are celebrating
the 65th anniversary of diplomatic relations and commemorating the 20th
anniversary of the Amendment to the China-Mongolia Friendship and Cooperation
Treaty as well as announced Mongolia-China Friendly Exchange Year in 2014.
In the context
of closer ties between the two countries, Mongolia has established a Protocol
on Reciprocal Organizing the Cultural Days with the Ministry of Culture of the
People's Republic of China in 2014.
Accordingly,
the Cultural Days of China by presenting art exhibition and cultural
performances featuring Chinese cultural inheritances were successfully
organized in Ulaanbaatar during the state visit of the President of China Xi
Jinping to Mongolia conducted in August of this year.
So, the
Cultural Days of Mongolia has been commenced in Beijing with “Sky Melody” gala
concert and photo exhibition depicting beauties of nature from December 05 to
continue until December 14, 2014.
“Democratic
Revolution in Mongolia -25” conference held

(news.mn) The “Democratic Revolution in Mongolia – 25” conference was held at
the Government House, organized by the Academy of Political Education and the
Mongolian Democratic Union.
Speaker of the
State Great Khural Z.Enkhbold addressed the participants of the conference and
delivered a speech celebrating the 25th anniversary of democracy in Mongolia.
Speaker
Z.Enkhbold noted that Mongolia has chaired the Community of Democracies from
2011 to 2013, as Mongolia has had a peaceful transition to democracy for the
past 25 years.
"Mongolia
has developed democracy in its own way, and achieved success in becoming
a role model for other developing countries pursuing the same goal. This is our
achievement. Every Mongolian is proud of its adoption of the first
Constitution, and declaration of fundamental human rights, and political and
economic freedom. Thus, this conference plays an important role in
defining and studying the values of democracy, our role in history, and proper
achievement of democracy," he added.
At the
“Democratic Revolution in Mongolia – 25 ” conference, state honored essayist
B.Batbayar, board member of the Political Academy of Mongolia D.Ganbat,
Director of the Sant Maral Foundation L.Sumati, and Ch.Unurbayar, legal advisor
to the President of Mongolia, delivered speeches.

Corporation funded NGO “Communication Development Center”, in charge of the
future development of the project, provided 80 million MNT for the purchase
of 2.2 hectares, a 55 м2 school facility, a minivan to transport students
to and from the school, school books for 55 children, plus and school supplies,
food, and other necessary items for daily activities at the school.
The school will
run 3-4 daily shifts for children. There is also a basketball court, walkway,
parking and green development planned for the site.
Well-wishers,
individuals and companies are still being encouraged to donate to the charity.

Corruption
Perceptions Index 2014: Mongolia

(infomongolia.com) On December 03, 2014, the Transparency International NGO has
released the 20th edition of the Corruption Perceptions Index, where more than
two thirds of the total surveyed 175 countries in the 2014 Index score are
below 50, on a scale from 0 (perceived to be highly corrupt) to 100 (perceived
to be very clean).
“The 2014
Corruption Perceptions Index shows that economic growth is undermined and
efforts to stop corruption fade when leaders and high level officials abuse
power to appropriate public funds for personal gain. Corrupt officials smuggle
ill-gotten assets into safe havens through offshore companies with absolute
impunity. Countries at the bottom need to adopt radical anti-corruption
measures in favour of their people. Countries at the top of the index should
make sure they don’t export corrupt practices to underdeveloped countries”,
comments the chair of Transparency International, Jose Ugaz.
In overall
score, Denmark stands on the top in 2014 with a score of 92 followed by New
Zealand (91) and Finland (89), while Sudan (11), North Korea (8) and Somalia
(8) stand on the last places.
In 2014
Corruption Perceptions Index, Mongolia was ranked at the 80th place out of 175
states with a score of 40/100 based on how corrupt a country’s public sector is
perceived to be, but compare to last year, Mongolia has been up-scaled from 83rd
out of 177 countries.
The Corruption
Perceptions Index is based on expert opinions of public sector corruption.
Countries’ scores can be helped by open government where the public can hold
leaders to account, while a poor score is a sign of prevalent bribery, lack of
punishment for corruption and public institutions that don’t respond to
citizens’ needs.

Chinese
Liberation Army reps visit

Ulaanbaatar,
December 5 (MONTSAME) In a scope of the defense cooperation between Mongolia
and the People’s Republic of China, a delegation led by General Chief of the
Chinese Liberation Army Cheng Yun visited Mongolia on December 1-3.
This visit was
a follow-up to the state visit of the Chinese President Xi Jinping to Mongolia.
The delegation was received by the State secretary of the Ministry of Defense
of Mongolia Major-General Z.Boldbaatar and the deputy director of the General
Headquarters of the Armed Forces Lieutenant-general B.Bayarmagnai. The sides
discussed the present and future of the cooperation and relations between
the two countries.
The delegation
visited the University of Defense and met with its Dean Ya.Choijamts to touch
upon matters on future cooperation and defense training systems of the two
countries. They guests also got acquainted with the studies of the Chinese
students who are learning Mongolian language. After this, the delegates got au
fait with the activities of the Major training Center of the Armed Forces on
peacekeeping.
People's
party names its Ministers to new cabinet

December 5 (MONTSAME) The Board of the Mongolian People’s Party (MPP) named the
candidates for Ministers’ offices.
The nominated
are U.Khurelsukh for Deputy Prime Minister, S.Chinzorig for Minister of Labour,
D.Oyunkhorol for Minister of Environment, Green Development and Tourism,
N.Tomorkhuu for Minister of Road and Transportation, and J.Erdenebat for
Minister of Finance. Mr D.Tsogtbaatar is offered as the Minister of
Construction and Urban Development.

Democratic Party faction (DP) nominated people for the positions of Ministers
of the new cabinet.
A member of
parliament S.Bayartsogt is offered as the head of Cabinet Secretariat for
Government; an advisor to the President on foreign policy L.Purevsuren--the
Minister of Foreign Affairs; the Prosecutor-General D.Dorligjav--the Minister
of Justice; and a chairman of the DP faction D.Erdenebat--the Minister of
Industry.
Moreover, the
DP decided to nominate L.Gantomor, an acting Minister of Education and Science,
for the Minister of Education, Culture and Sciences; the State Secretary of the
Ministry of Mining R.Jigjid--for the Minister of Mining; to leave S.Erdene at
the post of the Minister of Population Development and Social Welfare; and sees
R.Burmaa MP as the Minister of Food and Agriculture, and D.Zorigt MP--as the
Minister of Energy.

units/, “Talkh chikher” /80 units/ and "Mongolia Development” /50 units/
were the most actively traded in terms of trading volume, in terms of trading
value were "Bayangol hotel” (MNT one and 740 thousand), "Talkh
chikher” (MNT one million and 480 thousand), “Tavantolgoi” (MNT 591 thousand

Ministers
of Coalition Government of Mongolia (December 2014-2016) Introduced

(infomongolia.com) The newly elected Prime Minister Ch.Saikhanbileg was obliged
to form his Cabinet and submit the candidates for Ministers of the Government
within two weeks after accreditation, which ends on December 05, 2014.
Prior the
promotion of new Ministers, the State Great Khural (Parliament) of Mongolia accredited
the new Government Structure to be chaired by 19 Government members including
Prime Minister, Deputy Prime Minister, Minister of Mongolia (without portfolio),
Head of the Cabinet Secretariat and 15 heads of the 15 Ministries on December
04, 2014.
To remind,
Prime Minister Ch.Saikhanbileg sent a proposal letter to political forces on establishing
a Coalition Government, where the opposition party (MPP) accepted the
invitation and therefore, the new Coalition Government will consist of
candidates promoted from all political parties having seats in the Parliament.
On the last day
or on December 05, 2014, these political parties (Democratic Party, Mongolian
People’s Party, and ‘Justice’ Coalition merged from MPRP and MNDP) have
nominated their candidates for Ministers, whereas the ruling DP promoted 9 members,
the MPP - 6 and the ‘Justice’ Coalition promoted 3 members. This time, the
Civil Will Green Party did not promote its candidacy or not accepted that has
two seats in the Parliament as S.Demberel and S.Oyun.
Thereafter,
Prime Minister Ch.Saikhanbileg submitted a request letter on promoting new 19
Government Members to the Speaker of Parliament Z.Enkhbold and at the same time
a Letter dismissing some members of the previous Government.

11:15 pm and at the meeting only Deputy Prime Minister’s issue was ratified as
promoted U.Khurelsukh and Parliament decided to continue the meeting on
Tuesday, December 09, 2014 to approve other candidates’ nominations.
Democratic
Party Commemorates 25th Anniversary of
Democratic
Revolution

(infomongolia.com) On December 06, 2014, the Head of Democratic Party,
concurrent Speaker of the State Great Khural (Parliament) Z.Enkhbold, some
members of Parliament as well as members and fellowmen of the DP have paid
tribute to the Monument of Great Chinggis Khaan on the occasion of the 25th
anniversary of Democratic Revolution.
On the same day
afternoon, an unveiling ceremony of the statue to late S.Tsogtsaikhan was held,
who composed the song "Khonkhny Duu" (A Sound of Bell) dedicated to
the democratic revolution that became a symbolic song of Mongolian democracy.
The statue that
locates in Bayangol District in front area of TBD Anduud Store was initiated to
erect by Parliamentarian S.Erdene and the ceremony was opened by Speaker
Z.Enkhbold, where MP Ts.Oyungerel, MP S.Odontuya, spouse of late S.Tsogtsaikhan
N.Natasha, “Khonkh” band singer N.Enkhbayar and many others were present.
