Mongolia
and France to Celebrate 50th Anniversary of Diplomatic Ties in 2015
October 6
(infomongolia.com) At the regular Cabinet meeting held on October 04, 2014, it
was approved members of organizational committee to celebrate the 50th
anniversary of the establishment of diplomatic relations between Mongolia and
the French Republic marking in 2015.
Accordingly,
Foreign Minister L.Bold is obliged to implement a working program, where in the
scope of the historical event, top and high-level visits are planned to be
maintained. Besides, with aims to introduce mutual historical relations to the
public, Mongolia-France booklet will be published as well as an exhibition to
promote joint archaeological studies and findings will be also displayed.
Moreover, Mongolian Cultural Days are intends to organize in France.
Mongolia and
the French Republic have established the diplomatic relations on April 27, 1965

Vice
Speaker Participates in OSCE Parliamentary Assembly Autumn Meeting

Ulaanbaatar,
October 6 (MONTSAME) A delegation headed by Mr N.Enkhbold, a Vice Speaker of
parliament, has taken part in the Autumn Meeting of the OSCE Parliamentary
Assembly, which ran October 3-5 in Geneva, Switzerland.
At a "New
issues of security: Roles of parliaments" themed meeting, the gathered
discussed the politics, defense, economy, environment, human rights and
humanity spheres, related to the regional security. Moreover, the OSCE PA’s
Standing Committee met to consider the OSCE’s action report and plans, to
receive information about observation of elections which had been held in the
member-states, as well as reports from the special repertoires.
Mr N.Enkhbold
delivered a speech at the Standing committee’s meeting, and affirmed
Mongolia's invitation to run the 2015's OSCE PA Autumn Session in our
country. The he met with Mr Ilkka Kanerva, the President of the OSCE PA, to
share views on the collaboration within the OSCE PA such as hosting the 2015
OSCE PA meeting in Mongolia. Hr also talked to Mr Theodor H.Winkler, the
director of the Geneva Centre for the Democratic Control of Armed Forces
(DCAF), about cooperation.
The OSCE PA
Autumn Meeting was participated by some 200 parliamentarians from the OSCE
Participating States.
Cooperation
with CERN Considered

October 6 (MONTSAME) The cabinet on October 4 approved the Agreement between
the CERN (European Organization for Nuclear Research) and the Government of
Mongolia on a development of scientific and technological cooperation in
high energy physics.
It was decided
to give a right to sign this document to the Minister of education and
science L.Gantomor.
When the this
agreement is inked, it will have a great importance in fundamental researches
of high energy physics and further sciences-technology development of our
country, and will facilitate our scholars, engineers and technological
personnel with a long-term involvement in the CERN research projects.
European
Organization for Nuclear Research, the leading global high-energy research
engine established in 1954, highly contributes to scientific knowledge and
technological achievements and has some 4,000 employees running everyday
researches and analysis.
Technical
Cooperation Programme to Be Realized with IAEA

Ulaanbaatar,
October 6 (MONTSAME) A middle-term technical cooperation programme will be
co-implemented between Mongolia’s government and the International Atomic
Energy Agency (IAEA).
At its regular
meeting on Saturday, the cabinet authorized N.Tegshbayar, a head of the Nuclear
Energy Agency (NEA), to sign this programme, which aims to determine priority
spheres and directions of the social and economic short- and middle-term
development between Mongolia and the IAEA, and becomes a basis for formulating
concepts of the bilateral technical cooperation.
This document
will be implemented with a financing from the IAEA in 2015-2019. As supposed
it, it will upgrade techniques and facilities utilized in the state-run and
scientific organizations for health, nuclear and radioactive control,
agriculture, environment, geo ecology, nuclear physics, geology, mining and
industrial sectors, and will empower the staffers trained.
Since 1973,
Mongolia and the IAEA have co-realized 63 projects with USD 13.2 million in the
above spheres.
Athletes
for Incheon-2014 Asian Para Games to Get Support

October 6 (MONTSAME) Such a decision made the Government on its meeting on
October 4.
The Incheon-2014
Asian Para Games will run October 18-24 in South Korea. Obligations were given
to Ch.Ulaan, the Minister of Finance, and to Ts.Oyungerel, the Minister of
Culture, Sport and Tourism, to give a financing to these athletes from a budget
package of the Sport’s Minister.
The Mongolian
team will comprise 118 people, including coaches and officials.
Mongolian
Honorary Consulate of Turkey awarded Peace Medal

(news.mn) On the 45th anniversary of diplomatic relations between Mongolia
and Turkey, the Mongolian Honorary Consulate to the Republic of Turkey,
Fahrettin Amir Arman, was award a Peace Medal. This ceremony was held at the
Mongolian Embassy in Ankara, Turkey.
The Mongolian
Ambassador Extraordinary and Plenipotentiary to the Republic of Turkey,
B.Batkhishig, emphasized Fahrettin Amir Arman`s roles and efforts in protecting
Mongolian nationals` legal rights in Turkey. The ambassador also highlighted
his contributions to strengthening investment and bilateral trade cooperation
between the two countries while presenting the Peace Medal, in accordance with
presidential decree.
Currently,
Fahrettin Amir Arman is making efforts to build a 50 MW capacity wind farm in
the Choir community of Mongolia, worth 90 million USD. So far, 10 percent of
the project’s budget has been funded.

soum to welcome 50 MW Wind Farm within 5 years

(Mongolian Economy) The Energy Regulatory Commission has reached a decision to
construct a 50 megawatt wind farm in Tsogt-Tsetsii soum, Umnugobi province. The
approved five-year permit of construction was given to Clean Energy LLC.
Mongolia is
seeking alternatives to fossil fuels like coal to power its industry and
mining. The government is targeting 20 to 25 percent of its energy to be from
renewable sources by 2020, up from the less than 2 percent that it is today.
Coal currently supplies about 80 percent of the nation’s energy.
Wind speeds in
Salkhit average 8.2 meters per second, while Gobi Desert speeds exceed 9 meters
per second. The Gobi has the potential to yield 11 gigawatts per year of solar
energy, and 300,000 megawatts of wind power,
By allowing the
new wind farm to begin operation, the power station could produce 140 million
to 160 million kilowatt-hours per year, and become an important contributor to
the central grid. Compared to a thermal power plant, which uses coal to produce
heat, a wind farm with this much capacity will eliminate 230 tonnes of carbon
dioxide emissions each year. In addition, the wind farm will save 180,000
tonnes of coal, 1.2 million tonnes of water.

Finishes 2014 Asian Games with 5 Gold, 4 Silver and 12 Bronze Medals Standing
at 16th Place out of 45 Nations

(infomongolia.com) The XVII Asian Games were successfully organized in Incheon,
South Korea, where over 12 thousand athletes from 45 countries have competed
for 439 events in 36 sports categories from September 19 to October 04, 2014.
After final
standings, 37 countries won at least a one medal, where the medal table was led
by the People’s Republic of China with a total of 342 medals (151+108+83),
which is recorded for the ninth consecutive time, followed by a host nation of
the Republic of Korea 234 (79+71+84), Japan 200 (47+76+77), Kazakhstan 84
(28+23+33) and Iran 57 (21+18+18) came in the top fifth place respectively.
Mongolia
participated in the 2014 Asian Games with its 231 athletes in the Archery,
Athletics, Badminton, Baseball, Basketball, Bowling, Boxing, Cycling, Fencing,
Freestyle wrestling, Golf, Gymnastics, Handball, Judo, Shooting, Soft tennis,
Swimming, Table tennis, Taekwondo, Triathlon, Weightlifting, and Wushu
resulting with a total of 21 medals (5 Gold +4 Silver +12 Bronze) and out of 45
nations stood in the 16th place.

(infomongolia.com) The 11th edition of Miss Mongolia was successfully organized
by Miss Mongolia Association and the winners were crowned with official
ceremony held at the Independence Palace in Ulaanbaatar on October 04, 2014.
In this contest
over 70 beauties have participated across from provinces and cities and in the
finals, 17 contestants have competed in Miss Photo, Miss Sport, Miss Talent,
Miss Model, Miss Bikini, and Miss Goodwill categories.
This year’s
beauty pageant is named Yu.Baljidmaa, where the second and third places’ crowns
went to M.Khaliunaa and A.Bayartsetseg.
The Miss Photo
was crowned by Ts.Delgerjargal, Miss Sport by B.Gunzaya, Miss Talent by

Cabinet
Meeting in Brief

October 6 (MONTSAME) The list of concessionary objects, approved in 2013 by the
governmental resolution, has included three projects--on a state-owned reserves
of mineral waters, on a museum complex of Mongolian ethnography and on a
railway between the Ovoot mine and Erdenet city.
At a regular
cabinet meeting on Saturday, an order was given to N.Batbayar, the Minister of
Economic Development, to quickly organize tenders on granting concession and
establishing contracts.
- The cabinet
backed a draft amendment to the law on forests. It will be submitted to
parliament, reflecting proposals of the cabinet.
- The cabinet
summarized results of the 2014-2015 cooperation agreement between the
governments of Mongolia and Germany on a developmental policy.
- The Deputy PM
D.Terbishdagva introduced to the cabinet results of his participation in the
“Summer Davos” World Economic Forum held in Tianjin, China. He was given
obligations to take measures related to the forum.
- The Deputy PM
and chair of a working group on celebration of the 75th anniversary of the
Khalkh River Battles Victory D.Terbishdagva gave a report on marking this
event.

Meets SDC Governance Program Manager

October 6 (MONTSAME) A head of the parliamentary Standing committee on state
structure A.Bakei received October 6 a governance program manager of Swiss
Agency for Development and Cooperation (SDC) in Mongolia Mr Jack Meera.
The latter
thanked the MP for receiving him and expressed a confidence in a progress in a
further cooperation. He also said that he had made observations in a new
version of a draft law on purchasing goods and services by state and local
budgets.
While sharing
opinions, Mr Bakei said this new version of the draft--based on international
practices and standards--will serve in improving economic efficiency and
intensifying investments.
Training
Launches for External Relations Officers

October 6 (MONTSAME) The Ministry of Foreign Affairs Monday started the annual
training for external relations officers of the administrations of Ulaanbaatar
and provinces.
During the
three-day training, authorities of the state administrative bodies will give
reports to the trainees and will hold a practical course for them on
presentation of the Zamyn-Uud economic free zone. The trainees will also have
lessons and reports on the governmental policies and actions on the external
relations, international contracts between organizations, foreign cooperation
of localities, economic collaboration, policy and activities of direct
investments, on foreign assistance and loans for localities, general regulation
of the foreign policy and actions, consular affairs, ties and cooperation with
the neighbour countries, on diplomacy and state diplomatic protocol.
Within the
practice, they will visit Zamyn-Uud and China’s Erlian city.
Standing
Committee Head Meets ADB Delegation

Ulaanbaatar,
October 6 (MONTSAME) A head of the parliamentary Standing committee on social
policy, education, culture and science D.Battsogt Monday received a delegation
led by Mr Robert Schoellhammer, a Country Director of the Asian Development
Bank (ADB) for Mongolia.
Mr
Schoellhammer introduced to the MP a "Skills for Employment" and a
"Darkhan Waste water Management" projects, and said these projects
should be included in this year’s budget of the ADB.
He went on that
the Asian Development Fund proposes to give a financing of USD 25 million for
the “Skills for Employment” project, focused on three targeted spheres such as
agriculture, construction and road-transportation in order to improve the
employment skills at vocational training centers. The second project aims to
make the living conditions of Darkhan city more convenient by upgrading the
waste water management.
In response, Mr
Battsogt thanked the ADB delegation for exchanging views on the projects and
said his committee will back these projects.
The same day,
S.Ganbaatar MP met the ADB delegation and recommended that the ADB pay
attention to monitoring the projects implementation, fruitful exploitation of
the financing and to making clear the units that will realize the projects.

Strengthening Meeting Held between Ulaanbaatar and World Bank

(infomongolia.com) The Second Partnership Meeting between Ulaanbaatar
Administration and the World Bank Country Office on General Development Plan of
Ulaanbaatar City Until 2020 was held in the Mayor’s Office on October 06, 2014.
In the
frameworks of Ulaanbaatar City Development Program Until 2020, parties
discussed issues on necessary investments into building schools, kindergartens
and hospitals; public transport reform; Ger district re-planning, and city landscaping
services, as well as into the sectors of energy efficiency, and land and civil
registrations.
The Meeting was
attended by Governor of the Capital City E.Bat-Uul, Deputy Mayor
Yo.Gerelchuluun, UB General Manager B.Badral and the World Bank headed by
Sector Manager for Transport, Urban and Disaster Risk Management, East Asia and
Pacific, Mr. Abhas Jha and the World Bank Urban Poverty and Service Delivery
Consultant Mrs. Gayatri Singh.
A the first
phase, the World Bank proposed to collaborate in the Ger district re-planning,
public transport reform and energy efficiency spheres, where the UB
Administration introduced 9 projects in re-planning, public transport reform,
energy sector, implementation of housing program, sewage farms, renewing old
blocks of apartments, social infrastructure, building new schools and
kindergartens, new urban regions as well as restructuring Selbe River alongside
territories.
Consequently,
parties agreed to cooperate focusing on public transportation development,
renewing old buildings, energy efficiency and arranging land and civil
registration procedures.

(news.mn) The Incheon 2014 Asian Para Games will be organized between October
18-24th.
South Korea`s
city of Incheon launches preparation for the Incheon 2014 Asian Para Games.
From Mongolia,
66 athletes in 9 different sports with 22 coaches and a media group are
preparing to participate, a big team of 118 in total.
For the Incheon
2014 Asian Para Games, Mongolian athletes will compete for the first time in
the sports of volleyball, tennis, and swimming.
The Government
of Mongolia ordered, on Saturday`s regular meeting, Finance Minister Ch.Ulaan
and Culture, Sport and Tourism Minister Ts.Oyungerel to support the efforts of
Mongolian athletes in the Incheon 2014 Asian Para Games.
Mongolia
to consider updating World Heritage list
October 6
(news.mn) Mongolia is considering a number of nominations for new additions of
world cultural and natural heritages during a seminar at the Mongolian
University of Science and Technology. Currently, Mongolia’s Orkhon Valley
Cultural Landscape, Petroglyphic Complexes of the Mongolian Altai (World
Cultural Heritage) and Uvs Nuur Basin (World Natural Heritage) are
registered to UNESCO World Heritage.
At this time
Mongolia is considering adding 16 additional natural and cultural sites to the
list. The operational guidelines of the World Heritage Committee recommend
countries update their tentative lists approximately once every 10 years.
The seminar
will be held separately for World Natural Heritage and World Cultural Heritage.
Experts from World Natural and Cultural Heritage organizations will assist the
National Committee of Mongolia for World Heritage. The tentative list of
natural and cultural properties that appear to meet the eligibility criteria
for nomination to the World Heritage List will be adopted and Mongolia may
nominate within a given period of time.
ADB
to Provide 500 Million USD Soft Loan to Finance “Bogdkhan Railroad” Project

(infomongolia.com) The Government of Mongolia and the Asian Development Bank
(ADB) have agreed to start the "Bogdkhan Railroad" project and in the
frameworks, the ADB to provide 500 million USD soft loan and in addition, 550
thousand USD grant aid to spend for the Project studies.
The Project
Finance Memorandum was signed between Acting State Secretary at the Ministry of
Roads and Transportation, Mr. Yo.Manlaibayar and ADB Senior Transport
Specialist, East Asia Transport Division, Mr. Sharad Saxena in Ulaanbaatar on
October 03, 2014.
In the scope of
the “Bogdkhan Railroad” project along the south of Bogd Khan Mt., a new railway
between Rashaant station in Batsumber Sum and Maanit station in Bayan Sum of
Tuv Aimag will be constructed and this route will pass close the newly being
constructed the International Airport in Khushigt Valley.
In addition,
the freight and passenger transportation flow between Russia and China running
through Ulaanbaatar will be stopped and this 35 km railroad via UB will be
utilized for only rail-bus public transportation purposes. Besides, traffic
congestion in the city would be comparatively decreased that blocks
intersections on scheduled timetables and would also help to reduce air
pollution, officials say.
Moreover, the
territories along the city railroad for 11 logistics terminals and 102
sub-roads for freight loading and unloading services that altogether occupy
over one thousand ha will be emptied out for housing, service centers and
schools and kindergartens.
The initial
“Bogdkhan Railroad” project to construct 170 km was planned to connect Mandal
and Bagakhangai stations in Tuv Aimag.

region. Established and headquartered in San Francisco since 1954, The Asia

and cross-border issues through its network of offices, creating lasting and

Mongolia
and Kyrgyzstan hold consular consultative meeting

October 6 (MONTSAME) The first consular consultative meeting between Ministries
of Foreign Affairs of Mongolia and Kyrgyzstan ran on October 6 in Bishkek.
The sides
discussed broad range of matters in regards of activating the operations of the
consular departments and exchange of information, and adopted a protocol on
further activities. The document was inked by Sh.Sukhbaatar and Arslanbek
Umetaliev, the directors of the consular departments of the two Ministries.
Chinggis
city receives another road

October 6 (MONTSAME) A paved road of 2.5 km was opened in Chinggis soum of
Khentii aimag on October 4.
For this road,
a one billion Togrog was issued from the Regional Development Fund. A main
executor was the state-owned “Khargui” enterprise. These day it has been
repairing a Norovlin--Bayan-Uul road, and will begin a construction of a paved
road of 14.6 km soon in frames of a “Street” project under ten billion MNT.

shares of 17 JSCs were traded costing MNT 10 million 121 thousand and 178.00.
"APU”
/1,600 units/, “Tavantolgoi” /435 units/, “Hermes center” /400 units/, “Baganuur”
/200 units/ and "Merex” /100 units/ were the most actively traded in terms
of trading volume, in terms of trading value were "APU” (MNT five million
and 920 thousand), "Tavantolgoi” (MNT two million 178 thousand and 950),
“Baganuur” (MNT 700 thousand), "Darkhan nekhii” (MNT 647 thousand and 500)
and "Sharyn gol” (MNT 408 thousand).
The total
market capitalization was set at MNT one trillion 575 billion 455 million 792
thousand and 337. The Index of Top-20 JSCs was 15,662.23, increasing 124.40
units or 0.80% against the previous day.

Shooters
to participate in World University Shooting Championship

October 6 (MONTSAME) Mongolia’s Shooting Sports Federation (MSSF) has selected
shooters for the 5th World University Shooting Championship that will run
October 8-12 in Al Ain, the UAE.
The Mongolian
team has E.Davaakhuu IMS, N.Tserentogtokh MS, O.Togoldor MS (men’s pistol);
T.Bayartsetseg IMS, O.Olziinyam IMS, B.Suvd-Erdene (women’s pistol);
O.Yanjinlham IMS, G.Nandinzaya IMS and M.Tuvshinjargal MS (women’s rifle). They
are coached by L.Undralbat, a State Honored Coach.
Rankings
of Mongolian judokas go up

Ulaanbaatar,
October 6 (MONTSAME) Judokas of the national selected team of Mongolia
increased their rankings by the latest update by the International Judo
Federation (IJF) on Sunday, thanks to successful competition in the 17th Asian
Games.
World champions
G.Boldbaatar IMS (2696 points), and M.Urantsetseg (2,830 points), a State
Honored Sportswoman topped the men’s 60 kg and women’s 48 kg categories,
respectively. A silver medalist of World Championships D.Amartuvshin was ranked
9th place in the men’s 60 kg category.
An
international master of sports went up to 3rd place in the men’s 66 kg, where a
Brazilian judoka Charles Chibana is still (1,978 points) leading the category.
A State Honored Sportsman and Olympic bronze medalist Kh.Tsagaanbaatar kept the
sixth place in the men’s 73 kg.
A State Honored
Sportsman and Olympic gold, silver medalist N.Tuvshinbayar went up to ninth
place with 1,176 points. D.Sumya IMS held her ninth place in the women’s 57 kg
division.
