President sends note on ministerial appointment

On Monday, Prime Minister S.Batbold sent a note regarding the filling of six ministerial vacancies to President Ts.Elbegdorj. On Tuesday, the President replied.

In his note, President Ts.Elbegdorj acknowledges the Prime Minister’s nomination of Chief of the Standing Committee on Budget D.Khayankhyarvaa for finance minister; Ts.Dashdorj for road, transportation and urban development minister; J.Enkhbayar for defense minister; MPP Secretary General U.Khurelsukh for first deputy premier; former Secretary State of the Health Ministry N.Khurelbaatar for health minister; and former Secretary State of Foreign Affairs and Trade Ministry D.Tsogtbaatar for nature, environment and tourism minister.

Ts.Elbegdorj writes that he has previously stated his opinion that ministers and other members of the government should not be members of Parliament, because Parliament’s duties include enforcement of the laws and monitoring of the Government. He writes that the Government and Parliament share authority.

Ts.Elbegdorj confirmed the appointment of the first deputy prime minister due to economic considerations.

He wrote that the nominations of D.Tsogtbaatar and N.Khurelbaatar should be submitted to Parliament in accordance with the Constitution and the law on government.
