Mongolia’s new electoral law
The parliament of Mongolia has passed a new electoral law. If the Constitutional Court would not veto it, the next parliamentary election in 2012 will be organized under a mixed voting system. According to a draft law that I read earlier this week and today’s media reports, the basic procedure of the voting system is that each elector would have 2 votes, 1 for a constituency candidate and the other for a party (parties would present the list of candidates). Out of a total of 76 seats 48 seats would be determined by votes in constituencies and the remaining 28 seats would be allocated proportionate to a party’s total share of votes.
Parties should pass a threshold of 5% to win a seat. Other expected changes were approved by the parliament: a gender quota of 20% (15%?) and voting of Mongolians living abroad. Also all candidates now should take a temporary leave from their government jobs (public officials) six months before the election. The election would take place on Wednesday of third or fourth weeks of June.
