BBC Mon Asia-Pac: Mongolian industrial output up 12.2 per cent in first five months over 2009

Mongolia's Montsame news agency carried a series of reports detailing the country's economic performance in the first five months of the year. Following is the text of five reports, attributed either to B. Huder or D. Enhbileg:

Industrial output

In the first five months of 2010, the total industrial output increased by 76.3bn tugrik [approx 55m US dollars] or 12.2 per cent to 700.1bn tugrik (at 2005 constant prices) compared to the same period of the previous year.

This increase occurred mainly due to the increase in main industrial products such as coal, crude oil, molybdenum concentrate with 47 percent, fluorspar concentrate, all types of meat, milk, dairy products,
wheat flour, alcoholic beverage, wine, beer, soft drinks, juice, combed down, lime, metal sleeper, copper, metal foundries and steel casting etc.

Industrial output in this period showed rise in extraction of crude petroleum and natural gas (99.2 per cent), mining of coal and lignite extraction of peat (73.6 per cent) and other mining and quarrying (22.5 per cent) for the mining and quarrying sector; also in manufacture of wearing apparel, dressing and dyeing of fur (61.3 per
cent), manufacture of food products and beverages (44.8 per cent), manufacture of textiles (23.2 per cent), publishing, printing and reproduction of recorded media (18.4 per cent), manufacture of chemicals and chemical products (18.1 per cent), manufacture of tobacco products (5.3 per cent), manufacture of coke, refined petroleum products and nuclear fuel (4.3 per cent), production of other non-metallic mineral products (3.5 per cent), manufacture of wood and wooden products (2 per cent) for the manufacturing sector compared to the same period of last year.

An increase of 6.4 per cent was also in electricity, thermal energy and steam.

Revenue

In the first five months of 2010, total revenue and grants of general government budget (GGB) amounted to 1,002.1bn tugrik and total expenditure and net lending amounted to 1,171.9bn tugrik, representing a deficit of 169.8bn tugrik in the GGB overall balance, which is down by 22bn tugrik against the previous year.

Current revenue of GGB amounted to 968.7bn tugrik and current expenditure reached 912.9bn tugrik. Thus, the budget current balance was in profit of 55.9bn tugrik. Compared to the same period of the previous year, tax revenue creased 355.6bn tugrik or 71 per cent due to increase of 90.2bn tugrik or 5.8 times in price increase tax of some products, and of 74.8bn tugrik or 2.1 per cent in corporate income tax; of 76.3bn tugrik or 67.7 per cent in value added tax, although the income of special purposes decreased by 0.4bn tugrik or
3.6 per cent.

Compared to the same period of the previous year, non-tax revenue decreased by 19.1bn tugrik or 14.5 per cent, out of which revenues from budget entities went up by 23.5bn tugrik or 65 per cent; revenues from oil petroleum up by 13.6bn tugrik; and other revenues up by 6.5bn tugrik or 2 times, respectively, although the revenues from dividends decreased by 63.3bn tugrik or 98.7 per cent; revenues from interest and fines decreased by 0.5bn tugrik or 4.2 per cent.

Total expenditure and net lending of the GGB increased 347.0bn tugrik or 42.1 per cent to 1,171.9bn tugrik, in the first five months of 2010 against the previous year. This was mainly due to increase of 165.1bn tugrik or 52.6 per cent in subsidies and transfers; and 30.7bn tugrik or 21 per cent in purchase of other goods and services.

Spending of 133.0bn tugrik on capital expenditure in the first five month of 2010 was higher by 55.8bn tugrik or 72.2 per cent over the same period of the previous year. Increase in capital expenditure was due to an increase of 64.5bn tugrik or 95.9 per cent in capital expenditure of domestic sources, although the foreign financed capital expenditure decreased by 8.7bn tugrik or 87.4 per cent.

Prices, money supply

The national consumer price index in May of this year increased by 3.2 per cent against the previous month; by 13.1 per cent against the end of the previous year; and by 11.6 per cent against the previous year.

Growth in national index compared to previous month was mainly due to the 6.4 per cent increase in food and non-alcoholic beverages.

According to the report of the Bank of Mongolia, money supply (broad money or M2) at the end of May, 2010 expanded to 3253.1bn tugrik reflecting an increase of 90.1bn tugrik or 2.8 per cent against the
end of April 2010, and an increase of 848.4bn tugrik or 35.3 per cent against the previous year.

At the end of May, 2010, currency issued in circulation reached 462.7bn tugrik increasing 17.7bn tugrik or 4 per cent against end of April 2010, and increasing 81.5bn tugrik or 21.4 per cent compared to the same period of the previous year.

Loans outstanding at the end of May, 2010, amounted to 2852.7bn tugrik increasing 87.8bn tugrik or 3.2 per cent against the end of April 2010, and by 317.8bn tugrik or 12.5 per cent--against the previous year.

Meanwhile, principals in arrears decreased 11.5bn tugrik or 8.3 per cent against the end of April 2010, and by 37.2bn tugrik or 22.6 per cent against the same period of the previous year to 127.5bn tugrik at
the end of May, 2010.

At the end of May, 2010, the non-performing loans over bank system reached 414.8bn tugrik decreasing 1.2bn tugrik or 0.3 per cent against the end of April 2010. It increased 120.3bn tugrik or 40.9 per cent
compared to the same period of the previous year.

Construction, freight

In the first five months of 2010, total 23.7 bn tugrik of construction and installation work was carried out at national level. Of them 16.9 bn tugrik or 71.3 per cent were executed by domestic entities, 6.8 bn
tugrik or 28.7 per cent by foreign entities.

Export freight carried by railway increased 302,700 tons or 27.6 per cent, domestic freight increased by 374,100 tons or 12.9 per cent, and import freight increased by 139,400 tons or 32 per cent against the
same period of previous year.

Transit freight decreased by 64,6000 tons or 6.3 per cent. Due to the increase in carried freight and passengers, revenue from railway transport increased by 22.6 bn tugrik, 26.8 per cent to 106.8bn tugrik
in the first five months of 2010 compared to the same period of the previous year.

In the first five months of 2010, 116,000 passengers and 541.9 tons of freight were carried by air transport. Compared to the same period of the previous year, carried passengers rose by 28,600 persons or 32.6
per cent, carried freight by 122.5 tons or 29.2 per cent. Due to this, revenue from air transport increased by 2.6bn tugrik or 8.5 per cent to 32.9bn tugrik in the first five months of 2010 against the same period of the previous year.

Stock market

In May of this year, there were 21 trading days, and 6.4 million shares costing 1.5bn tugrik were traded. The number of shares traded increased 581.6 million shares or 10 per cent against April 2010, and decreased by 438.3 million shares or 6.4 per cent against the previous year.
